We are currently looking for a missing - overdue 14 year old Hispanic male last seen off of Burrell Place in Palm Coast at 4:15 PM. His name is Alex Cargo, last seen wearing a green shirt, bluejeans. He is 5'8" tall dark skinned Hispanic Male weight of 150lbs.

If you have seen this person please call the Sheriff's Office at 313-4911.

UPDATE: Sheriff Attempting to Locate Missing Youth
Mar. 8, 2014 – 10:40 p.m. – Alex Michael Cargo safely returned home a short while.
Flagler County Sheriff’s Office is attempting to locate Alex Michael Cargo, 14, of 12 Burrell Place, Palm
Coast who left his home around 12 p.m. this afternoon after having an argument with his mother. Cargo
is a male, Hispanic, 5’8” tall, 150 lbs, brown eyes and black hair cut in a buzz‐cut style. Cargo wears
eyeglasses, and was last seen wearing blue jeans a dark green shirt with white sleeves and sandals.
Sheriff’s deputies have been conducting a ground, K‐9 and air search in the “B” section of Palm Coast
since shortly after 4 p.m. when, the youth was reported as missing by his mother.
The Sheriff’s Office has issued a countywide Code Red notification to residents.
Anyone who has seen Cargo is asked to call the Flagler County Sheriff’s Office at (386) 313‐4911.

This is the first Code Red I have gotten for a missing person. Is this really necessary to wake people up? Am I expected to get up and go out and look for this person? I can understand the weather warnings but I prefer not to be called for a missing person. Hopefully someone can clarify this.

A lot of this comes from the Cherish Periwinkle case. Her mother let het go with a stranger at 10:30pm. At 11 Mom realized her daughter was missing and called police. The police didn't get the missing person report out to media until 4 am.
It's thought that had the report gone out immediately, she might have been found alive.

There were a series of errors from both JSO and FDLE who administers the missing child alerts in the Cherish Periwinkle case, however the media also didn't get serious about getting the information out either until later in the morning when it was Donald Smith identified as a likely suspect in the case. He is a several time convicted sexual predator going back almost 30 years.

To think that if JSO and FDLE had acted sooner like the news media would have you believe, would have resulted in Cherish being found alive is extremely unlikely and doubtful, however as logical people understand there is always the chance. In the long run, this may result in more injury to other people - vicitims in the future.

The Child alert as it is now, works pretty well and the Silver Alert for missing seniors also helps, however when it gets to the point that people are inundated with numerous reports, will they start ignoring them altogether? Very likely scenario in my opinion.

If you really want to keep cases like Cherish from happening, One big step would be to keep offendors in jail where they really should be, nd to stop allowing their families from supporting and allowing their behavior to continue. Although Cherish Perriwinkles, abductor and murderer was 55 years old or so, he lived at home with Mamma and was supported by her even though his arrests began when he was 17 years old. #1 he should have still been in jail, and #2 if an adult or parent goes from being an protector of a child to an enabler of criminal activity, then they should be charged as an accomplice.

IMO It won't have mattered if the report went out at midnight or at 4 am. At midnight, most people are a sleep. Like Sandy are you going to get up and get dressed and help search? If they are awake they are out partying and NOT watching the news. The media put it out there when people were waking up.
Again, that just my opinion.

Code RED Utilized to Locate Missing 14-Year-Old Palm Coast Boy
On Saturday, March 8, 2014, shortly after 4:00 p.m., the Flagler County Sheriff’s Office received a call to
investigate the disappearance of a missing 14-year-old Palm Coast boy.
When deputies arrived at his home, they learned that the boy went missing after an argument with his mother. Deputies began
searching the immediate area on foot, from the air with the assistance of Flagler County’s Fire Flight, as
well as with FCSO K9’s and bloodhounds from the Florida Department of Corrections Tomoka
Correctional Institution.

After search efforts had been exhausted, the Code RED telephone, text and email
notification service was utilized. Code RED is a system which has the capability of reaching the largest
number of people in the shortest amount of time. Within moments of the first calls going out, the FCSO’s
Communication Center began receiving calls from residents who reported seeing the boy at several
different locations in the county.

One of the last calls received placed the boy at the Flagler Beach Pier
between 6:00 p.m. and 7:00 p.m. The boy later returned home safe at 10:40 p.m.

“The system did what it was intended to do,” said Sheriff James L. Manfre. “Calls went out to some
55,651 citizens in the County with 77.67% or 43,223 of the calls being delivered. Of those 43,223 calls,
93% were confirmed as having been listened to by the citizen.

It is comforting to know that the Code
RED system has the potential to effectively reach as many people as it does. We certainly encourage
people to stay connected to Code RED for their sake and that of their loved ones” Sheriff Manfre went on
to say.

Here's what you need to know about Code RED. It is an emergency weather notification system, a
notification system for information about wildfires, chemical spills, natural or manmade disasters, and
other public safety issues such as missing children or the elderly, or an escaped prisoner warnings. It is
also a system for general community service announcements. Of the three parts of the system, residents
only have the option to opt out of emergency weather and general notifications.

Although the system worked as it was designed, public safety officials received several calls and emails
from a handful of concerned citizens about the use and time delivery of notification and subsequent
cancellation.

A review of policy was conducted today by the FCSO and county emergency management
officials and changes to the policy were made to ensure the most accurate and timely information is made
using Code RED.

Since Saturdays activation, 71 more Flagler County residents have signed up to receive
Code RED notifications. For more information on Code RED, callers can contact the Flagler County

The child was not a special needs child or a frequent runaway or endangered.

He was a kid pissed off at his mom!!

Just needed to walk around to cool down.
